The carrier needs to also obtain an undertaking and indemnification letter from the consignee stating there is to be no delivery of the freight. As with anything there again are several options to resolve the status of unclaimed freight:

1. Re-exportation
Especially in the cases of international freight, the goods might be returned to the shipping company named on the bill of lading since the cargo has not officially been entered into the receiving country, they carrier may lodge an export entry (a report that goods are leaving the country) and obtain an export consignment number.
2. Sell To A New Owner
Basically, what this means is the selling of the unclaimed freight to a willing buyer. At the very least the negotiated selling price should the accrued cost associated with the cargo in question.
The buyer will then accept all responsibility, storage, transportation, customs declarations, taxes, and/or any other associated cost. The new buyer will have legal responsibility at the conclusion of the sale.
